The 20th session of the Intergovernmental Council of the International Hydrological Programme (IHP) of UNESCO was held at UNESCO in Paris, France, from 4 to 7 June 2012.

Delegates from 34 of the 36 member states who sit on the IHP Intergovernmental Council attended the session.

41 delegations Etatsmembres who are not on the Council, 10 governmental and non governmental organizations of the three United Nations and eight category 2 centers on water were represented as observers

Former  President Report

Soontak M Lee, Past President, opened the session and welcomed the participants. He thanked the officers for their cooperation and solidarity that helped accomplish the difficult tasks assigned to them.

He also thanked the Council, the Bureau, the Secretariat and the various field managers and implementing partners at national, regional and global levels, for their work and their contribution to the IHP leadership in the field of water sweet.

It has, in the same vein, expressed reconnnaissance the Director General of UNESCO, and the Assistant Director for Natural Sciences, for their support in maintaining the capacity of IHP despite the financial difficulties Organization is currently facing.

Mr. Lee said he was satisfied with the substantial number of results and publications of spikes produced by IHP, which not only demonstrates his significant contributions to hydrology and management of water resources in regions and globally, but it also reaffirms the position of Program at the forefront of water science. He also highlighted the expansion of activities and initiatives IHP networks.

Mr Lee highlighted the main achievements of IHP over the past two years, indicating that he had himself participated and contributed to many activities. He focused on expanding the network of IHP on the water with the approval by the General Conference at its 36th session; 4 new centers in Nigeria, Kenya, Sudan and Kazakhstan. He also observed that the office had endorsed four new proposals, the creation of category 2 centers in Serbia, Republic of Korea, Uruguay and Sweden.

Election of new Chairman

The Delegate of the Netherlands has nominated M.Johannes Cullmann (Germany, Gr1) as Chairman of the IHP Intergovernmental Council, in recognition of his remarkable contributrion to hydrology. A majority of Council members supported the candidacy Mr. Cullmann and no one else has been proposed. Mr. Cullmann has been elected unanimously elected Chairman of the IHP Intergovernmental Council.

The President-elect spoke to accept his candidacy and his election and thanked the Council members for the confidence vote. Mr. Cullmann assured the council that he would do his utmost for the success garantrir IHP.

He further emphasized that IHP was a group program that did not depend on one person, but rather was characterized by its spirit of cooperation and based on the contribution of all its members
